Is it illegal to have a 13 year old work at there mother's friend's salon?

They would just sweep up hair, organize supplies, refill stock (hair products), oganize scedule, small things, ect. ect. They would go after school and just work until there parents come and get them. Not for much money. Just for extra money for stuff.

If she is just helping out of her own choosing and not getting paid I dont think there is anything wrong with it. She's not an actual employee is she? Whats wrong with a kid working. Chances are she is enjoying it but I'm sure there is a line of what is acceptable and what is not.
